The Community Infrastructure Levy (CIL) would be a charge levied on developers by Cheshire East as part of the planning process. It could be regarded as replacing the old "106" payments which were applied to developments on a fairly ad-hoc basis, and were commonly wriggled out of by major developers (such as Gladman in the case of Little Heath development).

The adoption of this CIL and in particular the rates applying to it, are the subject of the usual tortuous public consultations, the first of these due to be completed by April 10th.

This next bit is the editor's own interpretation, which could well be rubbish.
Assuming the Cheshire East local plan is eventually adopted, it can include the CIL which has two advantages, it seems, One is that it is mandatory, i.e. doesn't have to be justified on a site by site basis, and the other is that a defined percentage (25% in the case of a Parish, such as Audlem, with a Neighbourhood Plan in place) has to be spent in the local Parish (i.e. not disappear into Cheshire East's deep pockets).
