Wulvern Housing has been given the go-ahead to start upgrade work at Thornton House in Audlem.
But there will be no cash towards replacing the community hall that will be lost in the new scheme.
The Thornton House community rooms and eight bedsits will be demolished at the Emberton Place complex and 10 bungalows built.
There will four two-bed bungalows and six one-bed bungalows as well as 11 additional parking spaces.
Conditions include that all of the bungalows are for 'social rented' or 'intermediate housing'.
But no provision is made for cash towards replacing the lost community rooms at the complex.
A plea by Audlem Parish Council for a contribution towards providing a replacement was judged "unreasonable" by planning officials in their report to the Cheshire East Southern Planning Committee.
But Wulvern Housing will have to make sure that bats are not disturbing during building operations and that provision is made for bats with nest boxes across the site as well as ensuring they get access into the roof for nesting.
Work is expected to start in the near future to ensure building work is carried out while bat activity on the site is low and a previous pledge by Wulvern to have new bungalows open to residents early next year.
