The agenda for the Cheshire East Southern Planning Committee, Wednesday, 9th August, includes as item 9 the application number 17/0339N by McCarthy & Stone Retirement Lifestyles Ltd,

This is the application which seeks to change an area of the Anwyll development site near Little Heath so as to replace 11 dwellings with 25 apartments.

The effect of this change would be to create a requirement for 8 affordable units, or a contribution towards the cost of providing these eight units elsewhere. This would require a contribution of over £586,727 from the development, whereas the developer claims that this sort of contribution is not supportable.

The next paragraph is taken directly from the Cheshire East document...

"After further negotiation, the applicant committed to provide £250,000 towards off-site affordable housing & 9k towards open space. This would have helped to deliver circa 4 units (2 x affordable rent and 2 x intermediate – 1 beds). However this contribution has since been withdrawn by the applicant following their decision to appeal against non determination and they have made it clear that they wish to revert to the initial viability appraisal which identified that the proposal would see a deficit of £218,664 and would not therefore provide any financial contribution."

Apparently almost solely because of this issue, the recommendation is "minded to refuse" the application.
