Monday night's Annual General Meeting of the Parish Council saw Heather Jones step down as Chair after four years in the role. Geoff Seddon was elected as Chairman and David Higham elected Vice-Chair. The new Chairman thanked Heather for all the hard work that she had done over the last four years in steering the Council through difficult times and said that she would be a hard act to follow. Councillors welcomed Mrs Lynette Hopkins to her first meeting as a Councillor.
The Council reviewed its Standing Orders, Financial Regulations, Communications Policy and Complaints Policy. The Risk Assessment and Asset Register had been revised and were adopted by the Council. These will all be made available on the website in the near future.
An overview of budget and expenditure was provided and the full accounts will be reviewed at the next meeting. These will be sent to the Parish Council's Internal Auditor before being formally examined by the External Auditor.
The Terms of Reference for the Finance Sub-Committee were amended and agreed. Councillors confirmed that a new Parking Sub-Committee would be created in the near future, which would consist of Councillors and residents.
It was confirmed that the loan application to fund a bid for the Green Lane field had met the initial criteria set by the Department for Communities and Local Government (DCLG) and had moved to the next stage of the process. Councillors Seddon and Jones had met with the Council's professional advisors to discuss the process which needed to be followed in the informal tender process. Many more people had confirmed their agreement to the increase in precept with the total in favour standing at 354 with 20 precept payers being against the proposal.
Arrangements for the Annual Village Meeting on Wednesday 16th May were confirmed and Cllr Suzie Warren was thanked for her help in setting this up.
Part two of the meeting was closed to the public while Councillors discussed how much to bid for the Green Lane field. The tender document was completed and signed and will be delivered to Wright Marshall before Wednesday's deadline.
