APC MEETING 9.4.26

The meeting was well attended.

In the public session the main issue amongst those present was the planning application for housing development on the land adjacent to Moorsfield Avenue. The main issues were the dangers presented by the narrow bridge over the canal and the increased footfall and traffic. Increased traffic problems within the village. The dangers presented by the river and ponds.

It was highlighted that there had been issues regarding submissions on the planning portal, some may not have been registered. One parishioner had hand delivered his objections to Cheshire East (CE) to ensure it got there.
It was suggested that there is a need for a plan to manage traffic flow through the village.

Cllr Lambourne stated the CE had invited landowners to identify land available for development. CE were still developing their 5 year housing plan.

The PC indicated that they would be submitting their response to the Mueller application. It would include their previous submission, which includes issues not addressed by Mueller, and additional issues including a traffic report, inaccuracies, unsustainable issues, inadequate flood risk, lack of environmental impact report and legal/procedural issues.

The PC intend to carry out another traffic survey in the village to assess the current volume of traffic.

A complaint was received that the dog poo bins in the village were full. A new lengthsman has been appointed, work in progress. A dog poo bin will be relocated near the junction of Heathfield Road and Hilary Drive. Efforts still being made to have a poo bin at the Bagley Lane canal bridge area.

A report was received that a parishioner who uses a mobility scooter was experiencing difficulty in negotiating the canal bridge to access the village. Cllr Cornwall requested that he be put in touch with the individual in order to take the issue forward.

The PC will submit a letter of complaint to the CE planning dept , and copied to our MP, regarding them allowing Mueller being allowed to continue to submit more documents during the period for objections..it appears to be an abuse of process.

Clerks report;
A bench need repair on Little Heath.
A new bin has been request for Bangley Lane.
Arrangements for poo bins to be emptied.
A traffic survey requested.
The speed watch team have been active and submitted reports to the police. They have requested new signs to be erected at the entries to the village re the speed limit.
The police have been given the authority to prepare charges for two individuals in respect of the missing APC monies.
The APC can now progress completing their audit to allow opportunities to apply for grants in support of work in the village and progress a complaint against Santander regarding their conduct in respect of the missing monies.

Police report;
Their priorities currently are speeding, parking and antisocial behaviour.

The APC bank account had a balance of 61,638.47 at the end if March.

Turnpike Field;
The management plan is nearly complete.
No decision yet regarding the bike track
The PC is holding meetings with various groups regarding the use of the field.
A working party will be set up.
The PC will be speaking to the previous owner to sort out issues.
They will also be speaking to Fields in Trust to clarify some matters.

A general discussion took place regarding what activities could be provided for the younger members of the village.

Parish matters;
The repair to the monument has been delayed due to the requirement to obtain a licence to shut the road.
The CCTV covering the car park and surrounding area will be paid for by the APC , there will no requests for contributions from the public hall, medical centre or tennis club.
Repairs are needed at the public toilets.

Highways matters;
TRACE is being used and repairs are being carried out by CE
Grit bin have been identified and will be refilled.
Research is being done re a proposal for a 20 mph limit within the village.

Cllr Rachel Bailey;
Discussions are taking place between CE and the Historic Railways Estate to resolve the Baddington Bridge issues. It is CE s main priority.
20 mph limits are being looked at. Some have been implemented in CW (Cheshire West).
CE have set their budgets, monies have been made available for pot hole repairs.
The mobile waste collection roll out has been delayed, the recycling centre at Crewe is to adopt an appointment only system.

The next meeting is the 14th May. There will also be an APC Open Day, date to be confirmed.

CAUTIONARY NOTE – During the meeting it was mentioned that CE may seek to prosecute individuals engaged in unauthorised activities on their land, digging in the area adjacent to the playing field for example. Outside of the meeting it has been ascertained that CE is risk averse to any activities around trees on land owned by them as there have been accidents/injuries in the past where CE have been found to be liable.
