Moving to establishing a Shadow Governance Body


At the Interim Executive Board (IEB) meeting held on the 26thApril attended by the Local Authority, it was formally agreed to proceed to appoint a Shadow Governing Body.


The transition arrangements from the current IEB to a Shadow Governing Body and then into a fully constituted Governing Body has to follow precise regulations and timescales. The intention is to establish the Shadow Governing Body by the end of the summer term (July 2012). 


In terms of the specific process, it is important to highlight the following key points: 



  1. The Local Authority appoints (and, if required, dismisses) all members of the Shadow Governing Body.

  2. The Local Authority must consult with Chester Diocese regarding the appointment of the Shadow Foundation Governors.

  3. There will be a formal process by which parents can put themselves forward to be considered as a Governor. This process will be decided upon and communicated to the local community within the next 2-3 weeks. 


Once established, the Shadow Governing Body will be required to undertake any function as delegated by the IEB and over time, this allows for the reduction in the role and time commitment from IEB members. At the point where the Local Authority is confident that the Shadow Governing Body is a competent and effective body, the IEB is dissolved and the Shadow Governing Body functions as if it were an established Governing Body.


The Local Authority must then give a term’s notice of a date when the Shadow Governing Body is wound up and the newly constituted Governing Body is put in place. The Shadow Governing Body must be in operation for at least 6 months. 


The IEB and Local Authority are currently considering a Shadow Governing Body which consists of 10 Governors, which would consist of: 



  1. 3 Parent Governors

  2. 2 Staff Governors

  3. 1or 2 Community Governors

  4. 1or 2 Local Authority Governors

  5. 2 Foundation Governors. 


Having agreed these transitional arrangements, the IEB and Local Authority are now establishing the detailed timescales and appointment process and these will be communicated to you in the near future.
