What to do about the Shropshire Street river

A local resident writes: "What was thought to be the emergence of a long lost spring, the water crossing Shropshire Street, is in fact the property of United Utilities!

Considering the length of time this particular leak has been allowed to continue, would it not be justified if every household in the village withheld the appropriate amount from their Water Bill? The grounds for such action would be that the Utility concerned has deprived the village of the use of the water being lost. To my knowledge it has been running for more than 50 days.

Your views would be appreciated."
