Query about the notice board in Coxbank

A query has come into Audlem Online, as follows: "Does anyone know why a notice board has been erected in Coxbank? The plastic header is falling off and for the past 3 months no notices have been posted – probably due to the fact that it's locked and nobody seems to know the keyholder. It must have cost a few bob to make and erect."
