Are pigeons being warned to slow down?

Dave Martin writes: "I notice the flashing speed warning sign on Whitchurch Road has been turned through 90 degrees, to point south.

Is this a ploy by Cheshire CC to slow down the pigeons heading from Market Drayton as they cross the busy road? If so, it's doomed to failure, as most cars ignore it, especially between 4.00 & 6.00 in the afternoon!"
