Why Do They do it?

A very irate resident of Monks lane recently sent in these images of Dog Poo which had been bagged and left on his hedge and grass verge..
One of them was subsequently thrown into a neighbouring field which contained cattle.

Why do people do such things? Having taken the trouble to bag it why leave it?
