A surprising request

As manager and clerk for the cemetery, I was surprised to receive the following exhortation to apply for funds to keep all active and warm during the cold weather: 'Cold Weather Schemes & Initiatives – Bid for Funding'.

Try as I might, I can find none of those who lie here in need of such aid and as such have had to decline the kind offering of aid.
