A new Royal Mail record?

Is this a new record?

Today I received a credit card statement that was posted to me on 28th November. The envelope contained a strange message which read: "Condition 9, access mail. Received out of course 14 February 2011" It was stamped North Belfast Mail Centre.

All this might be mildly amusing if it weren't for the fact that because the credit card statement took so long coming I missed a payment and was therefore charged a penalty fee.
