A revised application for outline planning permission has been submitted to Cheshire East Council by Hockenhull Properties Ltd for part of the site previously turned down by councillors off Mill Lane.

The proposal is now for 26 properties rather than the previous 36 and the ten properties dropped from the scheme are all those to the east of Mill Lane, the bridleway that caused concern to both planners and residents in the earlier application.

The new site can be seen to the right in the top image and is the area within the red border. You can click on the image to enlarge it. The previous plan is shown below and included two groups of properties to the south and east of Mill Lane.

The application says: "The proposed development will provide up to 26 dwellings comprising a notional mix of 2, 3 and 4 bedroom houses together with areas of public open space. It should be noted that the planning application is for outline permission with means of access only to be determined at this stage."

Under 'Proposed Access Arrangements' the application says vehicular access to the site will be provided through amendments to the existing Heathfield Road / Hillary Drive junction to create "a traffic calmed priority controlled cross road junction."

It adds: "The proposed layout involves the re-prioritisation of the junction so that Hillary Drive and the site access forms the major / priority arms. To control traffic speeds on entry to the site it is proposed that the junction will be on a raised table, which will replace the existing speed hump on Hillary Drive in the vicinity of the junction. "

An outline planning application was originally submitted for the site in August 2013 and included the erection of 36 dwellings, access works and open space with access from the existing Heathfield Road / Hillary Drive junction. In addition, it was proposed that two dwellings would have direct access from Mill Lane.

This application was refused planning permission by Cheshire East Council on 5th November for a number of reasons, including the proposed access to two plots on Mill Lane which was deemed not suitable for further development and the proposal would therefore have had a significant adverse impact on highway safety.

The proposal has been revised so that no dwellings will take direct access or will be located to the east of Mill Lane which will be maintained in its current form and, according to this new submission, will not result in an intensification in its use, apart from by pedestrians and cyclists.

A previous proposal for this site was turning down by a planning inspector after appeal in 2003.
