Muller Dairies wants consent to build up to 20 homes on land off the A53 near its dairy plant near Market Drayton.
The land was orginally bought in 1998 and earmarked as a potential overspill car park for workers at the dairy complex.
But acquisition of land on the other side of the A53 last year means the company has no further industrial use for the site.
It is now seeking outline planning consent to build up to new 20 homes on the 0.69 hectare site next to the current staff car park.
Access would be off Shrewsbury Road which runs almost parallel to the A53 from the dairy plant entrane into Market Drayton.
The application is to be considered by Shropshire Council later this year.
