Public footpaths are legal rights of way just as roads are. Farmers have learnt to be wary of obstructing the highway but footpaths sometimes don't seem to count.

You are a busy farmer with lively sheep that need a good grass field and if the boundaries are not sheep-tight then some electric fencing comes in handy. If a public footpath crosses the field so what! But with two fences to negotiate the field becomes very difficult for walkers to cross.

In line with the policy of obscuring number plates of illegally parked cars I won't locate the path except to say it leaves a main road within the village boundary.

Postscript

Later today, Peter added "When out walking today I bumped into Nicola Swinnerton, the new footpathsofficer, so I reported the electric fences."
