The recommendation in the Planning Officer's report is to refuse, because the harms identified would very heavily weigh against the proposed development and the adverse impacts of the development would significantly and demonstrably outweigh the benefits when assessed against the policies in the Framework taken as a whole.

It is believed to be quite likely that Muller will appeal if Councillors do refuse it.
