Broken Sign on Turnpike Field Entrance

It would appear someone has deliberately broken the 'Please keep dogs under control' notice at the Green Lane (Grey's Bridge) entrance to Turnpike Field and broken the gate latch.
What are they hoping to achieve? Why?
